A native of Memphis, Tennessee, Winn studied piano as a child and went on to attend the city's Overton High School for the Creative and Performing Arts, where he also took part in choir. After graduating and serving in the Air Force, he returned to Memphis and joined Kevin Davidson & the Voices (then Kevin Davidson & the Voices of Binghampton), a Dove Award-nominated choir. It was there that he met Sheri Jones-Moffett. The pair formed Ted & Sheri in 1995 while continuing to sing with other area gospel choirs. In 1999, the duo accepted an offer to join the roster of Church House Records. Arriving two years later, their debut album, The Healing Starts Right There, won Stellar Awards for Group/Duo and New Artist of the Year. Ted & Sheri moved to Word Records for their second LP, 2004's Celebrate. The title track reached number 14 on the Billboard gospel songs chart, and the album landed in the gospel Top 30.
Shortly after the success of their sophomore release, Winn founded Veracity Entertainment with an aim to help songwriters manage intellectual property rights. The duo then parted ways to pursue solo careers, with Jones-Moffett signing with EMI Gospel and Winn partnering with Shanachie Records. Winn's solo debut, a worship album titled Balance, was released in 2009.
In the meantime, he also built a reputation as a songwriter, contributing to records by artists such as T.D. Jakes, Tamala Mann, and Youthful Praise. His songs were later performed by the likes of Marvin Sapp, Tonya Baker, and Bishop Paul S. Morton. Winn also continued his work with Veracity. He eventually returned with recordings of his own in 2015, releasing the single "More" on his own Teddys Jamz label. Back on Shanachie, "Grateful," featuring Maranda, followed in 2016, and "Stand in Awe" arrived in 2017.
